What Are You Actually Starting With?
We recently completed a major semantic migration for a large global technology company.
What we found when we mapped their semantic environment was not unusual. They had more than 350 taxonomies distributed across 32 systems, in multiple formats, with more than 500 downstream integrations. The majority of those integrations were undocumented and largely manual.
Individually, these assets represented real semantic investment–it was even referred to internally as “Taxonomy As A Service” (TAAS). Collectively, however, this environment represented a liability: vocabularies that were hard to see, impossible to query as a whole, and dangerous to change.
This is the starting point for most enterprise semantic programs.
Five Strategic Requirements for a Successful Semantic Layer Overhaul
Execution will fall to your practitioners. But the following strategic requirements must be set at the executive level.
1. Audit and inventory first, always. You cannot govern what you cannot see, and you cannot scope a migration without knowing what you are moving.
This means mapping every system that consumes your semantic data — in what format, through what mechanism, with what coupling to the current data structure. In the engagement described above, this inventory surfaced integrations that no one on the central team knew existed. Those are the surprises that push go-live by weeks. The audit is not a preliminary step. It is the work, and leadership must be prepared to give their teams the necessary time and tools to complete it.
2. Resolve process and ownership before touching data. Governance decisions made in haste or under pressure are harder to undo than any data change. Who has authority to modify a term? How are conflicts across business units resolved? Which vocabularies can be deprecated outright, and which are politically load-bearing even if they have limited technical use? A migration forces these conversations to happen.
The organizations that use that forcing-function well come out with governance structures that couldn’t have been established any other way. The organizations that defer these decisions in favor of moving faster almost always pay for it later.
3. Model for the environment you’re moving to, not the one you’re leaving. The most common migration mistake is replicating the legacy structure in the new system. A graph-capable ontology management platform does not just store taxonomies differently. It enables richer semantic relationships that flat hierarchies cannot express.
4. Govern the transition, not just the destination. Change management was the most complicated aspect of our migration case and caused the most significant delays—not data quality issues, not modeling decisions, but the downstream coordination required when consuming systems received data in a format they weren’t expecting.
Structural changes in a graph environment produce outputs that look different: URIs on every term, language tags on fields, different flag representations. IT teams that were not part of the migration planning process were not prepared for this.
Engaging downstream system owners early, before data migration begins, is the single most effective risk mitigation available to the leaders of these programs.
5. Future-proof for agentic AI readiness by design. A well-modeled, graph-native semantic environment is not just a better way to manage vocabularies. It is the substrate on which AI systems that need to reason about your domain will operate. Structured, well-governed semantic data is what allows AI agents to navigate your knowledge structures with accuracy rather than approximation. Every modeling choice made during a migration either opens or forecloses that capability.
The organizations building their semantic foundation now, with graph connectivity and governance by design, are the ones that will be positioned to deploy AI agents effectively in the next two to three years.
The Executive Mandate
A semantic migration is not a data team project. It is an enterprise infrastructure decision with implications for every system that touches product content, customer data, or operational knowledge. Organizations that approach it that way, with executive sponsorship, cross-functional governance, and deliberate investment in what gets built on the other side, come out with a durable semantic asset.
Agentic AI has made the quality of your semantic foundation a near-term operational question, not a long-term architectural one. The audit, the inventory, the governance model, the migration—none of it is trivial. But as this case study demonstrates, all of it is doable, and the rewards are significant.
And the window to gain a meaningful lead over competitors who haven’t yet started is still open.
